    Since taking office, President Obama has made openness in government a high priority for his Administration. He has moved to increase transparency, participation, and collaboration throughout the federal government by issuing the Open Government Directive, which asks federal agencies to identify, by April 2010, specific steps toward making government more open and responsive to the American people.

    The Department of the Interior is fully committed to achieving President Obama?s vision for an Open Government and are engaging a broad spectrum of the public and employees to develop our Open Government plan. To facilitate this conversation and to gather good ideas, I am proud to announce that we have launched a DOI website at http://www.doi.gov/open to promote our open government activities. The website includes a link to a new online Open Government Dialogue tool or you can access tool directly at http://openinterior.ideascale.com/. This new tool allows participants to submit an idea to one or more of five categories, comment on ideas submitted by other users, and vote for ideas submitted by others.

    We encourage employees to participate in this dialogue and to help shape the Department?s Open Government Plan. The dialogue focuses on five main topics: transparency, participation, collaboration, innovation, and improving the dialogue.

    Please remember that the Open Government dialogue is a public forum on a public website and employees are encouraged to keep this in mind when posting ideas or comments to the site. The Open Government dialogue is not the place to discuss pre-decisional, confidential or other non-public information. Employees are also advised to use normal channels for whistle-blowing or other employment concerns. You are representing the Department of the Interior and your Bureau when you post ideas or comments to the Open Government Dialogue and all rules about public communications, ethics, and other relevant policies still apply.

    If you have an idea or comment that you would like to share with the Open Government working group, but prefer not to post it to the Open Government Dialogue website or if you have any questions about the Open Government dialogue, please email: open@ios.doi.gov.

    Subject: Secretarial Order 3288, Enhancing and Promoting an Ethical Culture within the Department of the Interior

    On his first full day in office, President Obama pledged to improve and restore public trust in Government through ethical reform and transparency in governance. Consistent with President Obama's promise, I have made openness and public trust my highest priorities at the Department of the Interior. Each of us shares responsibility for fulfilling this commitment and to upholding the highest ethical standards at all times. The Secretarial Order, available at http://www.doi.gov/documents/order3288.pdf, outlines my commitment to ethical reform at the Department. I urge every employee to review this Order and to practice the highest standards of honesty, integrity, and impartiality in all of your work. By doing so, we will ensure the trust and confidence of citizens in their Government.

  • Message from Ken Salazar, Secretary of Depatartment of Interior

    First, I want you to know how honored and humbled I am to be your 50th Secretary of the Interior.

    Since I joined you, I have worked hard to make progress on a New Energy Frontier and to address the challenges of climate change. I have launched an ambitious 21st Century conservation agenda. I also have worked hard to connect more of our young people to the outdoors and to take up the challenges confronted by First Americans.

    President Obama and my efforts on this agenda will only succeed with your help. I have the greatest respect for the 67,000 employees of DOI. The women and men who make up this Department are passionate about their jobs and know they are making a difference in the lives of the American people. I've seen this first hand on my travels. So far this year, I met and visited with Interior employees in 28 states, from Bristol Bay, Alaska to the Florida Everglades. Everywhere I go, I am impressed by the dedication, professionalism, and energy that our Department employees show. From time to time, I'd like to send an email to all DOI employees to share thoughts or observations I have. We have developed the capability to do so and this email is the first.

    In addition to communicating more easily with you, I want to make it easier for all DOI employees to share their thoughts and ideas with me. Our meetings and conversations during my travels always provide me new information, new perspectives, and new ideas to share with others. To that end, I have set up a suggestion box at Secretary@ios.doi.gov that will be overseen by my Communications Director. She'll work with my management team to ensure I see important information and ideas you have for Interior.

    We will keep our eye on the best ideas, comments, and suggestions that come in.

    Thank you for all the hard work you do everyday on behalf of the American people. Together, we can continue to make great things happen.

  • President's Save Award

    MEMORANDUM

    To: All DOI Employees
    Subject: Presidents SAVE Award

    Do you have a smart idea for how Interior and the Federal Government can trim costs and save taxpayer dollars? Submit your cost-saving initiative for potential inclusion in the Presidents Budget and become the first-ever SAVE Award winner.

    The deadline for submissions is Wednesday, October 14th. The winner will get to present his or her idea directly to President Obama and also have it included in the FY 2011 budget In addition, the agency with the most participation in the contest will receive an award.

    In his weekly address on April 25, 2009, the President called for a process through which every government worker can submit their ideas for how their agency can save money and perform better.

    The Presidents SAVE Award will fulfill this commitment by enabling any federal employee to submit ideas for efficiencies and savings as part of the annual Budget process. This contest is part of a larger effort to make sure that we invest taxpayer dollars in programs and initiatives that have proven records of success and fix or end programs that do not.

    All submissions are confidential, and can be made at www.SaveAward.gov.

    The deadline is Wednesday, October 14, and the winner will be announced in November. I urge you to participate, not only so Interior can win the award for the best participation, but also because this effort is an important way to give the American people a government that does more for less.

  • Message to Employees - H1N1 Influenza Vaccination

    To: All Department of the Interior Employees

    Both the H1N1 Flu virus and the regular seasonal influenza viruses are circulating this fall and winter. This year's annual flu season poses the potential to cause significant illness with increased flu-related employee absenteeism, as well as increased numbers of hospitalizations and deaths from both the seasonal flu as well as the H1N1 Flu. Therefore, it is critical to do all you can to protect yourself from getting the flu. Vaccines are the best tool we have to prevent influenza. As promised in the all-employee message of September 10, 2009, we are following up to provide you additional information on vaccines.

    The H1N1 Flu vaccine is different from the seasonal flu vaccine. Therefore this year, the Centers for Disease Control and Prevention (CDC) is encouraging everyone to get both the seasonal flu and 2009 H1N1 Flu vaccines to be fully protected.

    The 2009 H1N1 vaccine will be available through the same channels as the seasonal flu vaccine. Employees are encouraged to get vaccinated for H1N1 by their healthcare provider or local healthcare system that they normally use to get their seasonal flu vaccine. Additional options may be available through your workplace.

    * Metro DC Area - Those DOI employees who work in the DC Metro area will be able to get both their seasonal and 2009 H1N1 vaccine through the DOI Health Unit in the Main Interior Building. Once the H1N1 Flu vaccine is available, additional information will be sent out to DC Area employees providing details on dates/times they can get the 2009 H1N1 vaccine in accordance with the prioritization scheme outlined below.

    * Outside of the Metro DC Area – If your workplace normally provides the seasonal flu vaccine, you will be able to get your 2009 H1N1 vaccine there also. (If you are unsure, check with your office’s management.) Federal employees in health care and emergency services occupational categories can also obtain the 2009 H1N1 vaccine through the Department of Veterans Affairs (VA) and their healthcare facilities around the nation.

    The seasonal flu vaccine is available now, and available to everyone. However, the 2009 H1N1 vaccine will be available in limited quantities for the first 2 or 3 weeks. As a result, specific target groups and high-risk sub-groups (outlined below) will receive the first available doses. The prioritization scheme of the 2009 H1N1 vaccine will be based on health risk and -- except for health care workers, emergency medical personnel, and some daycare providers -- these recommendations will not target specific occupational groups, nor will they provide preferential treatment for Federal workers. After the initial few weeks, the 2009 H1N1 vaccine will available to all.

    The CDC, in coordination with the Advisory Committee on Immunization Practices, recommends the H1N1 vaccine to the following groups first because they are at highest risk for disease or complications from this flu:

    * Pregnant women
    * Persons who live with or provide care for infants less than 6 months old
    * Health care and emergency medical services personnel. (Initially, this will be limited to those with direct patient contact.)
    * Persons aged 6 months - 24 years, and persons aged 25 - 64 years who have medical conditions that put them at higher risk for influenza-related complications. (Initially, this will be limited to persons 6 months - 4 years, and persons aged 5-18 years with medical conditions that put then a higher risk for influenza-related complications.

    Depending on the type of vaccine used – flu shots of nasal mist – you may be able to receive vaccinations for the seasonal flu and H1N1 Flu at the same time; ask your provider.

    For further information, I encourage you to visit the DOI Office of Emergency Management's 2009 H1N1 Flu website http://www.doi.gov/emergency/h1n1 which is constantly updated to provide links to current guidance from the Centers for Disease Control and Prevention (CDC) and from Interior bureaus and offices.
